Second Youth Parliament Plenary in Baucau Municipality


On December 21, 2022, the Youth Parliament concentrated at the Santa Ursula Hall in Baucau to hold a plenary session. In this plenary session, the Secretariat of State for Youth and Sports (SEJD), represented by the Director General of SEJD, officially opened the plenary session.

The objective of this Plenary is to debate and approve the data that M-PFN has collected in each Administrative Post and the main problems that have been identified and elaborated in the Bankda meeting and the committee meeting.

In his intervention, APFTL President Zaulino Gomes da Silva, reported that the Alumni of the Youth Parliament of Timor Leste is an independent and non-partisan association, which is also a product of the Youth Parliament program itself, annually receiving the confidence of the Secretary of State for Youth and Sports to continue implementing and organizing the Youth Parliament program.

“The APFTL leader also added that the Youth Parliament is a space for young people to learn and practice quality leadership, practice differences that see each other as Timorese, how to project themselves and look further to carry out its responsibilities, how to become a future leader who can assume political positions in the future and can contribute to peace, peace and stability in our country”.

He added, before reaching today's plenary, M-PFN has held a meeting of delegates and committees that have presented issues / problems from each administrative post for two days, in this meeting focused for five (5) themes as follows: 1). young with education, 2). young with healthy lifestyle, 3). Youth with civic participation, 4). youth with employment and employability and 5). Youth with crime and violence. The results of the elaboration data as a resolution of the committee, to be presented and defended in Plenary for approval, so that it can be submitted to the Government or relevant parties.

In the same place, Director General David de Deus said Government Resolution No. 23/2009 with the First Amendment to Government Resolution No. 47/2017 which is the way for the establishment of the Youth Parliament, which is a learning space for young people with the objective to promote and develop young people's sensitivity to social, cultural, economic and political issues through citizenship formation, democratic practice, identify problems and solve problems that youth and communities face in the national territory and will debate on issues / themes set in the National Youth Policy such as Youth and Education, health, Civic Participation, Crime and Violence, Employment and Employability

“The SEJD representative added that the Youth Parliament's debate is based on five themes set out in the national youth policy, according to facts and evidence collected in the villages, districts, posts and municipalities, so that when this data can recommend relevant parties to provide solutions according to the problems faced by young people”.

The Director General informed, next year will recruit new Members of Youth Parliament for the fifth period 2023-2025 to continue to give space to young people to learn and develop their knowledge and capacity for the future, because the previous youth parliament they show results and change

A total of 132 members of the Youth Parliament, currently participating in the second Plenary period 2019-2022, come from twelve municipalities including RAEOA, eighty-six (89) composed of women.

This Plenary Activity, received maximum participation from guests such as; Director General of the Secretary of State for Youth and Sports and his delegation, representative of the President of the Baucau Municipal Authority, Deputy Commander of the Baucau Municipal Police, Baucau Municipality Veterans, Baucau Scouts, Baucau Red Cross, Baucau Peace Foundation.

This activity is carried out with the support of the Government through SEJD and implemented by APFTL
